New Civil Service Law Prioritizes Merit and Limits Trust Positions

Paraguay’s new Civil Service Law, set to take effect in July, aims to professionalize public service by introducing a merit-based career system and reducing discretionary trust positions. The law applies to all three branches of government and limits trust-based appointments to four key roles per institution, ensuring more transparency in hiring.
Attorney General Marco González highlighted that public competition will now be the standard entry path for civil service positions. Contracted employees will gain job stability after 10 years, offering greater labor protection. The law also acknowledges the autonomy of constitutional bodies, allowing them to regulate its implementation internally.
The Ministry of Economy and Finance will oversee public sector remuneration policies, ensuring uniformity in resource management. While existing rights for appointed officials remain unchanged, the reform strengthens institutional efficiency and accountability by promoting structured career progression in government jobs.
